A2P Opt-In Rejected? Consent Fixes
A2P opt-in rejected? Reviewers could not verify that people agreed to your texts, or the business forced consent. The code names the gap; here is the fix.
Why Consent Gets Rejected
On 10DLC, consent problems show up as message flow rejections such as 30909. Toll-free verification uses 30476 for no opt-in and 30509 for an opt-in URL reviewers cannot open. Code 30475 covers consent forced as a condition of service. You can use offline opt-ins, but you must describe the whole process.
Which errors relate to consent?
On 10DLC, message flow rejections such as 30909. On toll free verification, the codes are opt in not provided (30476) and an opt in URL reviewers cannot open (30509). Consent forced as a condition of service returns 30475.
Can consent be required to buy?
Consent to receive texts should not be a condition of using your service. Keep it a separate, optional choice.
What if my opt in is offline?
Verbal, paper or in store opt ins are allowed, but you must describe the whole process so reviewers can verify it.
How do I prove the opt in?
Give a public URL or screenshots that show the consent step, the wording and the links to your terms and privacy policy.
Which Codes Mean Your A2P Opt-In Was Rejected?
An opt-in or consent rejection means reviewers could not verify that people knowingly agreed to receive your texts. Since March 2026, Twilio returns detailed codes that name the exact gap, so the code on your rejection tells you what to change. These are the consent codes in Twilio’s error reference:
| Code | What reviewers found |
|---|---|
| 30909 | Reviewers cannot verify the call to action or message flow. |
| 30913 | Marketing consent is not separate from transactional consent. |
| 30923 | SMS consent sits inside mandatory terms; it must be optional. |
| 30924 | The disclosures next to the checkbox miss message type, frequency, message and data rates, or STOP. |
| 30925 | The checkbox is missing or pre-selected; it must start unchecked. |
| 30931 | The form does not let people decline. |
| 30896 | The opt-in workflow description is insufficient. |
| 30932 | The privacy policy allows sharing opt-in data with third parties. |
What Does Compliant SMS Consent Look Like?
Compliant SMS consent is a clear, optional, unchecked opt-in that names the business and says the messages are texts. It explains what they are about and how often they come, mentions message and data rates and STOP, and links the Terms and Privacy Policy. Marketing texts need their own consent, separate from order or appointment messages.
- Optional: people can buy, book or submit the form without agreeing to texts.
- Unchecked by default: the person ticks the box themselves.
- Separate for marketing: promotional texts get their own consent line.
- Full disclosure next to the box: brand, message type, frequency, rates, STOP and HELP, plus policy links.
- Verifiable: a public page, or a screenshot for paper, verbal or logged-in opt-in.
Our SMS opt-in language guide has wording examples, and the legal background is in SMS consent laws.
How Do You Fix an Opt-In Rejection?
To fix an opt-in rejection, read every code on the notice and change the live form or opt-in process to remove each problem. Update the message flow so it describes every opt-in method in full, then resubmit the same campaign. Reviewers open the opt-in link, so editing the registration text alone is not enough.
- Match each code to a change using the table above.
- Rebuild the form: separate, optional, unchecked SMS box with full disclosure.
- Document offline opt-in (paper, in store, phone) with an image of the wording used.
- Rewrite the message flow to walk through each method, step by step.
- Resubmit. See rejected A2P campaigns.
Prefer to hand it over? We rebuild the consent flow and resubmit for $50.
Make Your Consent Verifiable
Each of these four items removes a common rejection reason. Use an unchecked box so customers actively choose to opt in. Show the full disclosure: brand name, message frequency, rates, STOP and HELP. Keep consent optional, never a condition of service. Make the opt-in viewable without a login so reviewers can check it.
Unchecked Box
Customers actively choose to opt in.
Full Disclosure
Name, frequency, rates, STOP and HELP.
Optional Consent
Never a condition of service.
Public Proof
Opt in viewable without a login.

Frequently Asked Questions
Can I make SMS consent a condition of buying?
No. Twilio’s code 30923 covers consent bundled into mandatory terms, and consent must be optional. People must be able to buy, book or submit a form without agreeing to texts.
Do marketing and transactional texts need separate consent?
Yes, when you send both. Code 30913 is returned when marketing consent is not separated from transactional consent, so give promotional texts their own opt-in line or checkbox.
Is a pre-checked box ever acceptable?
No. Code 30925 covers a missing or pre-selected checkbox. The SMS consent box must start unchecked so the person actively chooses to opt in.
How do I show opt-in that happens on paper or in person?
Describe the method fully in the message flow. Provide an image or hosted copy of the exact wording people see or hear, including the brand, message type, frequency, rates and STOP instructions.
