A2P Campaign Cannot Be Resubmitted?
An A2P campaign cannot be resubmitted when the code is for prohibited content, not a fixable field. Here is how to tell them apart.
When a Campaign Cannot Be Resubmitted
You cannot resubmit a campaign when Twilio rejects it for what the business sends, not for a field you can edit. Content violations, fraud risk, hate speech and use cases that are not federally compliant sit in this group. The fix is a real change to the program, followed by a new campaign registration.
Which rejections are not fixable by editing?
Content violations (30883), high spam or phishing risk and misrepresented sender (30884), and potential fraud (30885). Also hate speech or violent content (30954), and a use case that is not federally compliant (30952).
What can I do?
The use case or content, and sometimes the brand, must change in a meaningful way, and a new campaign is registered.
What if I think it is a mistake?
Contact your provider’s support team, such as Twilio Support.
What about fixable rejections?
Edit the existing campaign and resubmit. Twilio says resubmitting the same campaign does not add a new fee.
Which A2P Campaign Rejections Cannot Be Resubmitted?
An A2P campaign cannot be resubmitted when the rejection is about what the business sends, not how the registration was filled in. Carriers treat restricted SHAFT content, disallowed industries and high-risk content as final, because no edit to the description or samples changes the underlying program. Twilio’s error reference marks three groups of codes as not eligible for resubmission.
| Group | Codes | Examples |
|---|---|---|
| SHAFT content | 30953–30958 | Sex, hate or violence, alcohol promotion, alcohol without age verification, firearms, tobacco or vape. |
| Disallowed content | 30940–30952 | Cannabis or CBD, prescription drugs, loan marketing, third-party debt collection, gambling, sweepstakes and stock alerts. Also crypto, high-risk investment, debt reduction, credit repair, third-party lead generation or MLM. |
| High-risk content | 30959–30962 | Fraudulent or misleading content, known phishing, high-risk domain reputation, deceptive marketing. (You can fix and resubmit URL shorteners, 30963, and http:// links, 30964.) |
What Can You Do After a Final Rejection?
After a non-resubmittable rejection, you can change the program so it leaves the restricted category, or register a different, compliant use case. You can also move to a sender type that allows the content. If you think the decision is a mistake, ask your provider’s support team to review it. Editing the same campaign will not help.
- Check the category is right. A business wrongly read as lead generation or debt collection can explain its model to support.
- Separate the compliant part. Appointment reminders or customer care for the same business may be registrable on their own.
- Add required gates where the rules allow the content with them, such as a 21+ age gate for alcohol.
- Accept the limit for content carriers prohibit outright. No vendor can honestly get it approved.
Fixable rejections, by contrast, are covered in rejected A2P campaigns and the error code library.
How Do You Avoid a Non-Resubmittable Rejection?
Avoid a final rejection by checking your industry and content against the restricted lists before you register. Describe your real business model accurately, use your own HTTPS links instead of shorteners, and add any required age gate. If carriers prohibit the content, it is better to know before paying registration fees.
Not sure whether carriers allow your use case? Ask us before you register; it is better to find out before paying any fees. Lead-generation models are explained in more depth on our consent pages, starting with opt-in and consent rejections.
Fixable or Not
The rejection code tells you which path to take. A fixable code means you edit the same campaign and resubmit it. A final code means the use case or content has to change before a new registration. If the code looks wrong, ask Twilio Support to review it before you pay for anything new.
Fixable
Edit the campaign and resubmit.
Not Fixable
Change the use case or content and register again.
Appeal
Contact Twilio Support if it looks wrong.
Vetting Fee
Charged once per campaign, so edit when you can.

We read your rejection code and tell you whether you can fix the campaign. If it can, we correct the brand or campaign details and resubmit them to The Campaign Registry. If it cannot, we explain what would have to change and whether a compliant use case is still open to you.

Frequently Asked Questions
Can I appeal a non-resubmittable A2P rejection?
If you believe the category is a mistake, ask your provider’s support team to review it. A business misread as lead generation is a common example. Content in a prohibited category will not be approved by an appeal.
Is alcohol always prohibited on 10DLC?
It is restricted. Twilio treats alcohol promotion without strict compliance (30955) and alcohol without age verification (30956) as final rejections. A legitimate alcohol business needs a robust 21+ age gate before registering a new campaign.
Why are URL shorteners in the high-risk group?
Public shorteners hide where a link goes and are common in phishing, so carriers treat them as high risk. Use links on your own domain or a branded short domain. In samples they also cause error 30892.
Do I get my vetting fee back after a final rejection?
Fee refunds depend on your provider’s terms, and campaign vetting fees are commonly non-refundable. Checking your content against the restricted lists before you register is the way to avoid paying for a campaign that cannot pass.
