Toll-Free Verification Rejected
Toll-free verification rejected? The code names the problem: business identity, opt-in, policy links or content. Here are Twilio’s codes and the fix for each.
Why Toll Free Verification Fails
Toll-free verification usually fails for one of three reasons. The business identity may not match official records. The opt-in may be missing or hidden. Or the content may not suit toll-free numbers. Each problem has its own Twilio code. You can edit and resubmit an eligible rejection within seven days of the first request.
What identity issues cause rejection?
A missing or invalid business registration number (30527), or a legal or DBA name that does not match records (30488). Listing a software provider instead of the end business (30474) also fails.
What opt in issues cause rejection?
Opt in not provided (30476), or an opt in URL reviewers cannot open, such as one behind a login (30509). Consent forced as a condition of service (30475) also fails.
Are some industries not allowed?
Some content is not allowed on toll free, for example tobacco and vape (30458), and some high risk categories are rejected.
Can I resubmit?
Eligible rejections can be edited and resubmitted within 7 days for priority review. If a request is not eligible, a new request is needed.
Why Was My Toll-Free Verification Rejected?
Toll-free verification fails when reviewers cannot verify the business, the use case or the opt-in behind the number. Twilio documents a set of rejection codes for this, separate from 10DLC, and the code on your rejection names the problem. Unverified and pending numbers cannot text US or Canadian mobiles at all; that block shows as error 30032.
| Code | What it means |
|---|---|
| 30527 | The business registration number is missing or invalid (required for all business types except sole proprietor). |
| 30530 | The selected legal entity type does not match your business records. |
| 30472 | Business registration details (entity type, registration type, issuing country) are missing or invalid. |
| 30445 | Reviewers could not verify the business information: the contact, email, address or URL is invalid or does not match. |
| 30484 / 30488 | The business name does not match official records, or the DBA field is missing or wrong. |
| 30474 / 30494 | An ISV listed itself instead of the end business, or the ISV or reseller name is missing. |
| 30473 / 30489 | The website URL is invalid or unreachable, or the site is not established and active. |
| 30478 | Several businesses cannot share one toll-free number. |
| 30479 | More than five numbers for one business needs a justification. |
| 30476 / 30509 | The request had no opt-in, or reviewers could not open the opt-in URL. |
| 30475 / 30505 | Text consent is bundled with another agreement, or is required to get the service. |
| 30508 / 30513 | The opt-in checkbox is pre-selected, or the consent language is unclear or buried. |
| 30518 | The call to action is missing required disclosures such as frequency, rates, STOP, HELP and policy links. |
| 30493 | The Terms of Service URL is missing, unreachable or lacks the SMS disclosures. |
| 30520 / 30521 | The privacy policy allows sharing opt-in data with third parties. |
| 30525 | A sample used a public URL shortener; use a branded domain instead. |
| 30529 | Alcohol content without a robust 21+ age gate. |
| 30442 / 30444 / 30480 | Known spam, fraud or phishing. Prohibited messaging is not approved by resubmitting. |
Since September 15, 2026, Twilio uses more detailed toll-free codes for a missing call to action, missing terms disclosures and incomplete consent evidence. Some codes are now shared with A2P 10DLC. Use the exact code on your rejection.
Can You Resubmit a Rejected Toll-Free Verification?
Usually, yes. You can correct and resubmit a rejected toll-free request that is eligible for edits. Twilio sets that edit window to seven days from the initial request. Twilio blocks requests rejected as not resubmittable, and deleting and resubmitting sends a request to the back of the review queue.
| Status | Meaning |
|---|---|
| Restricted | Not verified yet. |
| Pending | In review, or rejected but still resubmittable. |
| Verified | Approved to send. |
| Rejected | Rejected and not resubmittable; traffic stays blocked. |
Twilio also requires an approved Trust Hub Primary Customer Profile before toll-free verification.
How Do You Fix a Toll-Free Verification Rejection?
To fix a toll-free rejection, read the code and correct the business identity, use case, opt-in or policy links it names. Then resubmit within the seven-day edit window. If the window has passed or Twilio blocked the request, fix the underlying details and submit a new verification request.
- Identity: legal name and EIN as on the IRS letter, a live website on your own domain.
- Opt-in: a verifiable call to action with full disclosures; see SMS opt-in language.
- Links: separate, working Privacy Policy and Terms URLs.
- Numbers: one toll-free number per business unless you can justify more.
- Resubmit the same request rather than deleting it.
Choosing between number types? See toll-free vs 10DLC. We also offer toll-free verification done for you.
Get Toll Free Verified
Cover all four areas before you submit. Reviewers check the exact legal name and registration number. They want a public, optional opt-in and a clear use case with sample messages. The HELP reply needs your brand and contact details. A gap in any one of them is enough to get the request rejected.
Business Identity
Exact legal name and registration number.
Opt In
Publicly viewable and optional.
Use Case
Clear description and sample messages.
HELP Reply
Brand name and contact details.

Frequently Asked Questions
How long do I have to fix a rejected toll-free verification?
Twilio sets the edit window to seven days from the initial request. Correct and resubmit within that time. After it, or if the request is blocked, submit a new verification request with the corrected details.
Does deleting and resubmitting speed things up?
No. Twilio notes that deleting and resubmitting puts the request at the back of the queue. Editing and resubmitting an eligible request is the faster path.
Can one business verify several toll-free numbers?
Toll-free numbers are expected to be one per business, and code 30479 covers more than five numbers without justification. Explain the business reason if you genuinely need several.
Is toll-free verification part of 10DLC registration?
No. Toll-free verification is a separate process for 8XX numbers and does not go through The Campaign Registry. Local 10-digit numbers use A2P 10DLC registration instead.
